Overview
The Finance Directorate is a core fiduciary and support directorate of the Conservation Trust Fund (CTF), responsible for the effective management, control, accounting, reporting, and safeguarding of the financial resources of the Fund.
The Directorate ensures that funds mobilized by the CTF—including government appropriations, grants, donations, investment returns, carbon-related revenues, ecosystem-service revenues, and other lawful sources—are properly received, recorded, allocated, utilized, monitored, and reported in accordance with applicable laws, financial regulations, approved budgets, donor requirements, and the policies of the Trust.
The Directorate works closely with the Executive Management, Resource Mobilization Directorate, Programme/Technical Directorates, Procurement, Internal Audit, and Monitoring and Evaluation functions to ensure that financial resources are efficiently converted into approved programmes and measurable conservation outcomes.
Key Responsibilities

- Ensure that expenditure is within approved budgets and authorized purposes.
- Monitor commitments and cash-flow requirements.

- Grant financial management;
- Donor-specific financial reporting;
- Tracking of project expenditures;
- Co-financing and counterpart-funding records;

- Compliance with grant agreements and funding conditions.
This is particularly important where CTF accesses financing from international conservation and climate funds.
- Treasury and Cash Management
- Manage the CTF’s cash resources.
- Prepare cash-flow forecasts.
- Ensure availability of funds for approved activities.
- Manage bank accounts and reconciliations.
- Safeguard cash and other financial assets.
- Financial Reporting and Accountability

- Prepare statutory and annual financial statements.
- Provide financial information required by government and development partners.

- Investment and Financial Sustainability Support
Working with management and the appropriate investment structures, the Directorate should support the prudent management of CTF investments and returns.
This may include:
- Monitoring investment income;
- Tracking returns on investments;
- Providing financial analysis for investment decisions;
- Supporting management of endowment and other long-term funds; and
- Assessing the financial sustainability of conservation-financing mechanisms.
- Financial Compliance and Internal Controls
The Directorate should establish and maintain effective financial-control systems to ensure:
- Authorization of transactions;
- Proper segregation of duties;
- Adequate supporting documentation;
- Bank and account reconciliation;
- Asset and financial-record protection;
- Compliance with applicable financial regulations; and
- Prevention and detection of financial irregularities.
The Finance Directorate should work closely with Internal Audit to strengthen these controls.
- Financial Analysis and Advisory Services
The Directorate should provide management with timely financial analysis to support decision-making, including:
- Cost analysis;
- Programme expenditure analysis;
- Cash-flow projections;
- Funding-gap analysis;
- Financial sustainability assessments;
- Project financial viability; and
- Analysis of the financial implications of new initiatives.
